A Meeting of Llangarron Parish Council was held on Tuesday, 24th February, 2015 at Llangrove Academy at 8.00 p.m. with Mr. P.J. Bailey in the Chair.
Present at the Meeting were Councillors Bailey, Brewer, Chamberlain, Fisher, Hayward, Jones, F.J. Lane, Morehead and Phillips. Also present was Mr. D. Atkinson, Locality Steward from Balfour Beatty and PC Richard Barrendale-Smith from Ross on Wye Police. There were 8 members of the public present.
Apologies of absence were received from Hfds. Ward Councillor for Llangarron, Mrs. J. Hyde and Councillors Cooper and G.E. Lane. At this point the Clerk clarified a point on non attendance of G.E. Lane, who had been prepared to resign from Parish Council owing to ill health. As the point in which he last attended was within 6 months from date of election, there would be no necessity to co opt a replacement. Also as the period of non attendance would be November 2014 to April 2015 a six month period, in accordance with regulations, Mr. Lane would not be disqualified for non attendance. He would therefore remain as a Councillor until the end of April, but would not be seeking re-election. Councillors present were in agreement with this.

P.C. Barrendale Smith – Reported although crime was lower, burglary from sheds on increase, from 1st March the Police Force would again be located in Ross on Wye. He also advised that local residents could sign up to Police Bulletin by email@example.com
T. Pridgeon – re Neighbourhood Watch and the importance of reporting anything suspicious on 101 direct.

The Minutes of the Meeting held on 27th January, 2015 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

P143603/FH – Proposed new Carport at Langstone Court, Llangarron, Ross on Wye, Hfds. for Mrs. Sonia Davies. Permission Approved.
P143615/FH – Proposed two storey extension to the front and first floor roof extension to the rear at Fairlawns, Llangrove, Ross on Wye, Hfds. for Mr. A. Terry. Permission Approved.
P143706/FH – Proposed single storey extensions and replacement garage at Evington, Llangarron, Ross on Wye, Hfds. for Ms. R. Prince. Permission Approved.
P143827/PA4 – Prior Approval of proposed change of use to Agricultural Building to a Dwelling House (Use Class C3) and for associated operational development and change of use to a single residential dwelling at Tredunnock Farm, Llangarron, Ross on Wye, Hfds. for Mr. Thorpe. Permission Refused.
Biddlestone Orchards, Llangarron – Clerk advised that she had received telephone call from Mr. R. Close of Hfds. Council who advised that he would now be dealing with this Planning Application. He also confirmed that all letters submitted by local residents would be taken into Account and that the matter would not be decided quickly. The Clerk also advised that she had received an e mail from Ross Gazette on evening prior to going to print which she had replied to on behalf of Parish Council putting forward the position of the Parish Council. In view of some of the criticism directed at Parish Council in letters sent to Hfds. Council, the Clerk had liaised with HALC and they had confirmed that the Parish Council had acted entirely within the rules and regulations laid down. Finally the Clerk clarified that residents within their letters had made a point of Chairman not declaring an interest in the matter – Mr. Bailey did not need to declare an interest as he only knew of Mr. F. Green, he did not know him personally.
Shelter erected in Llangarron for G.E. Lane – noted that all Councillors had signed a Declaration of interest on this item. The Clerk advised that she had received numerous complaints regarding recent Shelter erected in Llangarron and following checks made on Planning Application and Decision notice, it was considered that the roof appeared to have pitched roof as opposed to mono pitch roof. Following consultation with Councillors, the Clerk had referred to Mr. R. Close, Planning Officer and also made G.E. Lane aware of the situation. Mr. Lane advised that a change in roof style had been made in consultation and agreement with Mr. Close. A reply had been received from Mr. Close confirming that all was as agreed by him and that nothing had been erected that was not as agreed. This matter was therefore considered investigated and resolved.
Code of Conduct – This had been formally adopted at October meeting, but Councillor Phillips had not signed due to absence. He duly signed at meeting. Noted that all Councillors had now signed and Code of Conduct could be filed.
Highways Old Matters: Up Dates – Drain adjacent to Little Bernithan Farm – Mr. Atkinson confirmed that this was now clear. Drainage in Llangarron at Bridge – Mr. Atkinson confirmed that this should be completed within next 6 months. Lay By at A466, Llancloudy – Following discussion with Mr. Atkinson, it was agreed to write to Mr. S. Hodges of Hfds. Council to seek his comments on the proposal to block off this lay-by.
Parish Lengthsman – The Clerk advised that she had met with Mr. Griffiths and they had gone through the list of defects he highlighted in his January report, together with the letter received from Mr. Isaac of Llangarron and a complaint from Mrs. I. Robson of Langstone. Mr. Grififths had been requested to supply a quote for some of the work and also to liaise with Mr. Atkinson over other works. A quote had been received in the sum of £925 but replies where still awaited from Mr. Atkinson. The Clerk requested permission to further investigate with Mr. Griffiths and Councillors were in agreement to this. The Clerk had copied all correspondence, Quotes and Invoices, so that Councillors were kept fully informed. The Clerk advised that the final quarter had been received in sum of £949.50 making a total available until 31st March 2015 of £1674.30. In regard to Scheme for next year, Clerk given permission to complete Budget Proposal with Mr. Griffiths. Discussion followed on whether or not Parish Council should undertake Pot Hole repairs and at proposal of Mr. Bailey and seconded by Mr. Morehead agreed not to include pot holes for this year, but concentrate money available on getting drains and ditches running. It was noted that pot holes would still be repaired by Balfour Beatty.
Highways New Matters
Drainage on A466 – Clerk advised on complaints received from local resident in Llancloudy who was concerned that drains blocked adjacent to A466 could result in flooding into his property. Mr. Atkinson suggested Clerk e mail contact details and he would endeavour to visit the resident.
Damage to verges and trees at Llancloudy at rear entrance to Hill Farm – Mrs. Hayward reported and provided photographic evidence of considerable verge damage done at Llancloudy by tenants of Hill Farm. Mr. Atkinson agreed to investigate as this was a highway issue.
Balfour Beatty Annual Plan – Clerk advised that Balfour Beatty had circulated their Annual Plan and it was noted that 3 roads scheduled for resurface (Trewarne road, Langstone Mill road and road leading from Tre Essey Crossroads to Tre Essey Farm). It was considered that the road from Tre Essey Crossroads to Upperfields Crossroads was far worse that the Tre Essey Farm road and agreed Clerk should endeavour to get these substituted. Also noted in Annual Plan that 20 mph speed limit to be introduced in Llangrove in 2019 and that Grass Verges would again be cut twice per year this season.
Hand Held Speed Gun – Mrs. Hayward queried whether this would be a possibility and agreed that Clerk should liaise with Ross on Wye Police to find out more details.
Parish Paths Scheme – Mrs. Fisher reported that she had spent time with Mr. Atkinson looking at various footpaths and hoped to carry out works in due course.
Footpath Maps – Miss Brewer queried where a map of footpaths could be obtained and Mr. Atkinson agreed to supply a set of plans.
P150180/F – Ref DCSE2003/3083/F (conversion of barn to provide parents accommodation) – certificate of lawful use granted December 2014 confirming use of Beech Barn as a separate dwelling (LPA ref P143167/U). Condition 10 is considered ultra vires at Tre Evan House, Llangarron, Ross on Wye, Hfds, for Mr. T. Bird. The Parish Council support this Planning Application.
P143626/F (Amended plans) – Proposed erection of a two storey dwelling and garage at Land at Alamaya House, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. McConnell-Lawlor. The Parish Council have no objections to this Planning Application.
P15033/FH – Detached Garage, workshop and Garden Store Building with ancillary accommodation over (retrospective) at Trewitta, Llangarron, Ross on Wye, Hfds, for Mr. N. Wyatt. The Parish Council do not support this Planning Application and would reiterate the comment returned on original Planning Application S120279/FH in that The Parish Council had no objection to the proposed Planning Application, but requested that it be used solely as stated in that Planning Application and would not agree to it being used as a separate dwelling.
P150299 – Proposed change of use of Lower Barn from agricultural to B1 Use without alteration or building work at Lower Barn, Little Trewen Farm Whitchurch, Ross on Wye, Hfds. for Mrs. E. Wright. The Parish Council have no objections to this Planning Application.
Letter received from Mr. and Mrs. A. Hitchen re land opposite Trecilla Court, Llangarron – it was noted that Councillors had received a letter regarding a Planning Application that would be forthcoming in due course. It was agreed to await plans.
The Clerk reported that a further meeting had taken place on 18th February, 2015 and minutes circulated. She reported that Grant monies left over had now been returned. The Clerk also sought to clarify that Mrs. Joseph had been paid the full £3,000 as she had completed all works prior to 31st December, 2014. In regard to future Grants, it was noted that these would be available from April, but the Clerk requested that the Parish Council went on paying for Village Hall rental for the Neighbourhood Group until the next Grant arrived – it was noted that a Budget of £200 had been agreed prior to any grant money being received and this total had not been reached. Proposed by Mr. Chamberlain and seconded by Mr. Jones that this action be followed.
An invoice had been received from Hfds. Council in the sum of £52 in respect of paper plans received. At proposal of Mr. Phillips and seconded by Mr. Jones agreed to pay same.
Annual Parish Meeting
This was scheduled for 19th March, 2015 at Llangarron Village Hall commencing at 7.30 pm. Mr. David Atkinson, Locality Steward for Balfour Beatty had agreed to attend. Clerk had publicised in Border News, Notice Boards and Village Newsletters. Agreed to serve refreshments. All Councillors were encouraged to attend.

Any Other Business
Fastershire Broadband – Thanks were extended to Miss Cooper, Mrs. Fisher, Mr. Jones and Mr. Morehead for judging the competition at the School re the Fastershire Broadband. It was noted that the event planned for 24th March at Llangrove Village Hall had been cancelled by Fastershire.
Elections – Clerk advised that nomination packs now available from her.
There being no further business, the Meeting was closed by the Chairman at 9.42 p.m.
