Minutes 24th November 2015

A Meeting of Llangarron Parish Council was held on Tuesday, 24th November, 2015 at Llangarron Village Hall at 8.00 p.m. with Mr. P.J. Bailey in the Chair.

 

Present at the Meeting were Councillors Bailey, Bainbridge, Fisher, Hitchen,  Joseph and Morehead.   Also present was Herefordshire Ward Councillor for Llangarron, Ms. E. Swinglehurst; Balfour Beatty Locality Steward Mr. Dave Atkinson and there were 4 members of the public present.

Apologies of absence received from Councillors Cooper, Hayward and Jones.

Co Option of Councillors

Following May elections there was still one vacancy to be filled.  Two members of the public had come forward at meeting expressing an interest.  Mr. Andy Ogilvie was proposed by Mr. Bailey and seconded by Mr. Morehead and Mrs. Judy Turner was proposed by Mr. Hitchen and seconded by Mr. Morehead.  A paper vote was taken and Mrs. Turner was duly elected.  The Chairman welcomed her and introduced the Councillors present.  Mrs. Turner would complete all necessary paperwork following the meeting and Clerk would in turn forward to Hfds. Council.

Minutes of the last Meeting

The Minutes of the Meeting held on 27th October, 2015 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:
152586 and 152587 – Proposed Sun Room at Lower Tre Evan, Llangarron, Ross on Wye, Hfds.  for Mr. P Reynolds.   Planning Permission Granted.

Other Matters:

Code of Conduct – This would be signed by Mrs. Turner in due course.
Casual Vacancy – the Clerk reported that the necessary adverts for this vacancy had been posted on Notice Boards and following cut off date of mid December the Council would then be in a position to co-opt.  It was hoped that Mr. Ogilvie would come back to the next meeting and offer his services again.
Parking at The Mount – the Clerk had not done anything about reporting this to Police as immediately following last meeting the resident from The Mount had passed away and so it was considered inappropriate.  The situation had since improved and there was no issue to report.  She would continue to monitor situation.
Highways  Old Matters:

Up Dates –  Drainage in Llangarron at Bridge – Noted that two larger drains installed and yet to see how they handled heavy rainfall.  Mr. Atkinson confirmed that there was no intention to install any more drains at this site at present.  Verge Damage at Llancloudy – The Clerk reported that she had had an informal conversation with the new Tenants who were taking over Hill Farm.  She had told them of problems incurred over recent months and how the Parish Council were keen to avoid repeat incidents.  He agreed that he would speak to Dr. Hull to see if main entrance could be used, but was not hopeful.  Speed Reduction in Llangrove – Clerk reported that yellow lines were going to be installed the following day which was welcome news.  With regard to SID it was noted that nothing could be done until further contact from Freeman Homes.  Mr. Atkinson reported that he had done a lot of research on this and he would forward Clerk details of the same.  With regard to Speed Reduction request through whole Village Councillor Swinglehurst would endeavour to arrange site visit with appropriate Hfds. Councillors and Balfour Beatty to see if the Village request could be moved up the ranking.  The Clerk thanked Councillor Swinglehurst who had been doing a lot of work behind the scenes to get these items resolved.

Parish Lengthsman –   The Clerk advised that in his absence Mr. Griffiths had submitted a report with various jobs he considered needed doing.  She had spoken with Mr. James Powell, Balfour Beatty Lengthsman Co-ordinator who had confirmed that no definite figures put forward for next year, but he had advised that Parish Councils could go on claiming up until end of May.  It was agreed to continue with pre planned monthly inspections and hold back on any other expenditure until end January/February in order that money was in hand to cover salting if necessary.  If at that point it was felt there would be surplus at year end,  the Parish Council would consider doing extra work as per the report from Mr. Griffiths.
The November inspection had taken place and invoice received for £330.  At the proposal of Mr. Hitchen and seconded by Mr. Bainbridge agreed to pay same.
With regard to drainage in road adjacent to Sextys, Trewen Farm, Mr. Atkinson confirmed this was on list for action.

Highways New Matters

Clerk advised on Balfour Beatty Annual Exhibition on 1st December, 2015.

Footpaths

Report from Footpath Officer – Mrs. Fisher confirmed she was still awaiting materials in order that work could be carried out.  It was hoped that the wait would not be too long as there was still money to be spent from previous as well as applying for the £1,240 allocated for current year.  Mrs. Fisher also reported that there had been another incident involving dogs causing damage to walkers on footpaths.  She had advised resident to report this matter to the Police.

Planning Applications

None Received.

Neighbourhood Plan

The Clerk advised that 30 sites submitted (2 Llancloudy, 3 Three Ashes, 13 Llangarron and 11 Llangrove)  The Steering Group would meet shortly to move this forward.  Mr. Atkinson suggested Steering Group should contact Hayley Crane of Hfds. Council for advice on Affordable Housing.

Finance

Payments – At the proposal of Mr. Morehead and seconded by Mr. Joseph  it was agreed to pay Clerks Salary for the period 1st October to 31st December, 2015 in the sum of £500 less £24.60 PAYE = £475.40.
At the proposal of Mr. Bainbridge and seconded by Mrs. Fisher agreed to pay Information Commissioner £35 in respect of Data Protection.

Budget 2016/17 – The Clerk had published draft Budget on Notice Boards and Web site.  No comments had been received.  At the proposal of Mrs. Fisher and seconded by Mr. Bainbridge agreed Precept request for 2016/17 would be £7,500.  Clerk to return necessary forms.

Bus Shelter

It was hoped to get this done shortly.

Report from Elisa Swinglehurst

Elissa Swinglehurst commented on proposed Traffic Regulation Order in Llangrove and how the Council were going to be faced with more cuts.

Report from Dave Atkinson

Dave Atkinson reported all going well and that the Parish Lengthsman Scheme was invaluable in getting things done locally.  He also reported on how overgrown hedges could now be dealt with promptly.
