Minutes 26th April 2016

A Meeting of Llangarron Parish Council was held on Tuesday, 26th April, 2016 at Llangarron Village Hall at 8.00 p.m. with Mr. P.J. Bailey in the Chair.

Present at the Meeting were Councillors Bailey, Bainbridge, Hayward, Hitchen, Jones, Joseph, Morehead and Turner.   Also present was Hfds. Ward Councillor for Llangarron Elissa Swinglehurst and there were 3 members of the public present.

Apologies of absence received from Councillors Cooper, Fisher and Wright.


Mr. T. Pridgeon – Water pump opposite Hazelnut Cottage removed for safe keeping whilst work was being carried out at Freeman development.

MrT. Pridgeon – Pot Holes.

MrJ. Dalgleish and Mr. D. Tudhope –  Repairs to By Ways 46 and 47.

Minutes of the last Meeting

The Minutes of the Meeting held on 29th March, 2016 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:

160524 – Proposed single storey extension at The Draw Well, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. Lodge.  Planning Permission Granted.

The Old Pond Workshop Planning Application – Mr. Hitchen requested clarification as to why this application had been refused.  Councillor Swinglehurst confirmed that it was turned down as unsustainable and lack of public support.

Other Matters: Fracking – The Clerk had written to Elissa Swinglehurst as discussed at previous meeting who had responded that she and Councillor Newman of Kerne Ward had requested that a specific policy be included in Hfds. Councils Waste and Minerals Policy but until such time that this was in place any application would be judged against Core Strategy and National Policies.

Highways ‑ Old Matters: 

Up Dates –  C1248 –  following decision at last meeting to raise further questions on this issue a  further letter had been received from Balfour Beatty explaining reasons for non inclusion of C1248 in resurfacing programme. It was noted that they had supplied details of roads which were to be resurfaced and again they had emphasised that there was a much smaller budget which was to  be used on A and B roads as opposed to C and unclassified roads in previous year.  Agreed no further action could be taken.

Trewen Floods – Clerk reported that she had hoped to raise this with David Atkinson of Balfour Beatty if he had been at meeting.  Noted that numerous pot holes at this point mainly due to water hanging.

Flood issues at Tre Essey Farm – Again it was hoped to have spoken with David Atkinson on this item.

Parish Lengthsman –   In his absence the Clerk gave a report received from Mr. Griffiths.  He had suggested Parish Council put forward a wish list for the coming year to tackle some of the big jobs before funding was ended.  Agreed Clerk to request that he compile list in order of priority together with costings for the Councillors to consider.  Mr. Griffiths had now submitted invoices totalling £540.00 and at the proposal of Mrs. Hayward and seconded by Mr. Joseph it was agreed to pay invoice.  The Contract for 2016/17 had been received from Balfour Beatty and it was agreed that the Chairman should sign and Clerk return to Balfour Beatty.  Discussion took place on whether or not the Contract should go out to tender, but agreed Mr. Griffiths had now built up knowledge of local area and that the contract should be offered to him.  Clerk to instruct him accordingly and also agreed not to carry out a routine maintenance day in April, but start in May.

Highways New Matters

Treribble Lane – e mail had been received from local resident with regards to large amounts of mud on this lane making travelling very difficult.  Agreed Clerk to raise with David Atkinson to ascertain whether Balfour Beatty could help and also obtain quote from Mr. Griffiths.

Pot Holes – Mrs. Hayward reported large pot hole on A466 opposite Hollybush and also at Park Farm.  She would report on line.


EnviroAbility – An invoice had been received for various works carried out on footpaths in the sum of £292.00.  At proposal of Mrs. Hayward and seconded by Mr. Morehead agreed to pay the same.

Footpath problems at Pike Field to Park Farm – Mrs. Hayward had encountered problems on this footpath and had compiled report.  Clerk would pass on to Mrs. Fisher to investigate.

LG 46 and LG47 – Clerk confirmed that the Parish Council were in possession of letter from Balfour Beatty stipulating that they had no obligation to carry out improvements on these Byways and also now had Quote from N.H. Jones for resurfacing works.   She had also finally got agreement from Balfour Beatty that they could supply plannings free of charge.  Lengthy discussion took place and although the Parish Councillors were sympathetic to the residents affected,  they considered it would be almost impossible to implement resurfacing with residents contributing as not all would want to contribute.  It was agreed to pursue the free plannings and that Mr. Joseph would liaise with Messrs. Roberts of Ross on Wye to ascertain how much they would charge to properly compact the free plannings when delivered.  It was agreed that it would be unfair to use the left over Footpath money for year ending 31st March, 2016 to purchase scalpings for certain parts of the Byways as areas not receiving the scalpings could object.

Planning Applications                     

131997 – Replacement Dwelling at The Laurels, Llangrove, Ross on Wye, Hfds. for Mr. J. Travis.  It was noted that this item was going to appeal as applicant had installed roof ridge materials not agreed in planning permission.  The Parish Council agreed that the ridge tiles used were out of keeping and that the applicant should adhere to original plans.  Clerk to respond to Planning Inspectorate accordingly.

161079 and 161097 – Alterations and extensions at Woodfields House, Llangarron, Ross on Wye, Hfds. for Mr. W.J. Norman.  The Parish Council have no objections to this Planning Application.

161104 – Proposed variation of condition 2 of planning permission 152539/F (Proposed new dwelling) – Amendments to the external materials and windows at land adjacent to 1 Prospect Lane, Llangrove, Hfds. for Mr. C. Taylor. The Parish Council have no objections to this Planning Application.

Neighbourhood Plan                       

The Clerk reported that the previously agreed meeting for 20th April had been postponed to 4th May, 2016 at Llangarron Village Hall at 8.00 p.m.  All Councillors encouraged to attend.


Receipts – Clerk advised first half of Precept received in sum of £3750.  Current Account  as at 19th April, 2016 was £7934.61.

Payments – At the proposal of Mr. Joseph and seconded by Mr. Jones agreed to pay Vitalis £60 in respect of hosting Web Site and assistance to Clerk in maintaining site.

At the proposal of Mr. Jones and second by Mrs. Hayward agreed to pay HALC subscription of £652.06.  Concern was expressed that this cost was rising.  Clerk suggested VAT now charged on top and fee based on number of residents which had risen dramatically over the last few years.

Notice of Audit

Clerk reported all documentation now received which was in slightly different format to previous years and that there was a very tight time scale.  Agreed to engage Mr. C. Briggs of Llangarron to carry out Internal Audit.

Correspondence Received

All items had been e mailed by Clerk to Councillors.

Any Other Business

Symonds Trewen Farm – Mr. Jones reported that the blue barrels outside this property now edging back out into road.  Clerk to liaise with David Atkinson on this point.

Yellow lines at Llangrove Academy – Mr. Jones enquired when these were to be redone.  Elissa Swinglehurst agreed to chase up.

Traffic Data Strips in Llangarron – Mr. Morehead queried their presence.  Mr. Hitchen confirmed they were collecting data in respect of the Community parking at St. Deinsts Church.

Public Rights of Way – Elissa Swinglehurst reported on a meeting she had attended about getting paths included on definitive map by cut off date of 2026.  Clerk confirmed that the Parish Council had already submitted four to be included but she would chase up progress.  Elissa Swinglehurst also mentioned that unadopted lanes should be included to preserve access for residents – Clerk would check on this with Public Rights of Way.

There being no further business, the Meeting was closed by the Chairman at 9.16 p.m.
