Minutes of a Parish Council meeting held on
Tuesday, 27th February 2018 at 8.00 p.m. in Llangarron Village Hall
Deputy Chairman Paul Bailey, Adrian Hitchen, Paul Lodge Stewart Moorhead, Terry Thomas, Judy Turner, Liz Wright.
Kath Greenow – HALC Admin Cover, Ward Cllr Elisa Swinglehurst and 6 members of the public.
1. Apologies for absence
Apologies were accepted from the following councillors: Chairman Barbara Fisher and Mike Jones.
2. Declarations of interest & written requests for dispensation
Cllr Paul Bailey declared an NDPI in agenda item 5Finance as he was related to the cover clerk.
3. Open Session
3.1 A verbal report from Ward Councillor Elissa Swinglehurst was noted.
3.2 Views of local residents on parish matters … Parishioners raised concerns about the Neighbourhood Development Plan (NDP).
4. Minutes of 28th November 2017 and 23rd & 30th January 2018
It was RESOLVED to adopt and sign the Minutes of 28th November 2017, 23rd & 30th January 2018.
5. Planning … Comments on applications to be determined by Herefordshire Council:
5.1 Application 180182 – Dovetail, Llangrove. Proposed construction of single storey extension to side elevation. It was RESOLVED to support the application.
5.2 Application 2180432 land south of B4521, Three Ashes. Site for the erection of 5 no. dwellings and associated works with all matters save access reserved. It was RESOLVED to: Support the application.
5.3 Application 180434 – The Old Workshop, Tredunnock Farm, Llangarron. Proposed single storey side extension, new porch and minor external alterations.It was RESOLVED to: Support the application.
5.4 Application 180486 – Little Tredunnock Farm Llangarron. Proposed change of use of existing garage and ancillary residential accommodation to 3 bedroomed dwelling and erection of new storage building for hay/straw and driving carriage. It was RESOLVED to: Support the application.
6. Finance … It was RESOLVED to pay HALC Admin Cover for the meeting @ £150 + mileage.
7. Issues with Speed Indicator Device (SID) in Llangrove
7.1 The deputy Chairman reported that there had been issues with the disc supplied with the SID, a new disc had been sourced, and the SID would be put up by the lengthsman in the parish within the next few weeks.
8. Lengthsman … Lengthsman report and works to be undertaken
The lengthsman report was considered and it was RESOLVED that the lengthsman would carry out a routine maintenance day during March.
9. Footpaths … Maintenance works by Enviroability in March
It was RESOLVED that Enviroability would attend to work required on the footpaths as per the footpaths officers request.
10. Parish Council Training … Bespoke in-house training for Parish Councillors
It was RESOLVED to access HALC’s ‘In House’ training for Parish Councillors. The Clerk would email Councillors with the date and time for training in Llangarron Village Hall.
11. Neighbourhood Development Plan (NDP)
11.1 HALC’s informal meeting on 16th March with Herefordshire Council’s NDP Officer, was noted.
11.2 It was noted that the next NDP Working Group meeting would be held on 28th March and it was RESOLVED to request HALC Admin Cover for that meeting.
12. Llangrove Village Hall
In response to a request from the Village Hall, it was RESOLVED to provide a letter of support for a grant application.
13. Implications of General Data Protection Regulations
Kath Greenow advised that information relating to GDPR would be sent out shortly by HALC.
14. Annual Parish Meeting
It was noted that the Annual Parish Meeting would be held at 6.45pm on 16th March 2018 at Llangrove Academy. The Guest Speaker would be Jesse Norman M.P.
15. Date of next scheduled meeting … noted as 27th March 2018 in Llangrove Village Hall at 8.00 pm.
