Minutes 27th January 2015

A Meeting of Llangarron Parish Council was held on Tuesday, 27th January, 2015 at Llangarron Village Hall at 8.00 p.m. with Mr. P.J. Bailey in the Chair.

Present at the Meeting were Councillors Bailey, Brewer, Cooper, Hayward, Jones, F.J. Lane, and S. Morehead. There were 10 members of the public present.

Apologies of absence were received from Hfds. Ward Councillor for Llangarron, Mrs. J. Hyde and Councillors Chamberlain, Fisher, G.E. Lane and Phillips. Also noted that Ross on Wye Police had sent their apologies.

PUBLIC PARTICIPATION

P. Hannah – Requested to place on record the disappointment of local residents at Biddlestone that the Parish Council held meeting on 7th January, 2015 and did not get a deferment. (Clerk responded that the Parish Council had a deadline to meet and that they had acted on advice from Hfds. Council and Hfds. Ward Councillor J. Hyde who was present at that meeting).

Minutes of the last Meeting

The Minutes of the Meetings held on 25th November and 17th December, 2014 and 7th January, 2015 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:
P/143415/S – Erection of wooden shelter and store at land adjacent to U71212, Llangarron, Ross on Wye, Hfds. for Mr. G.E. Lane. Prior Approval Not Required.
P/143167/U – Certificate of Lawfulness for existing use of Beech Barn as single separate dwelling from Tre Evan House in breach of Condition 9 of Planning Permission DCSE2003/3083/F at Tre Evan House, Llangarron, Ross on Wye, Hfds. for Mr. T. Bird. Permission Approved.
P/143533/CU – Application for Prior Approval of Proposed Change of Use of Agricultural Building to Dwelling House and for Associated Operational Development – Conversion of part of Barn into single residential dwelling at Lower Barn, Little Trewen Farm, Whitchurch, Ross on Wye, Hfds. for Mrs. E. Wright. Application Withdrawn.

Alamaya House, Llangrove – Clerk advised that communication received from Mrs. J. Joseph, Agent for applicants advising that application was withdrawn in view of concerns from local residents, but would be resubmitted following amendments, at which time the applicant would endeavour to attend Parish Council Meeting to answer any questions raised.

Treddunock Farm, Llangarron – Clerk advised that contact had been made by Planning Office to seek local knowledge in respect of Prior Approval Application that was being considered. The information supplied had been given to the best of ability based on local knowledge.

Grove Farm, Llangrove – The Clerk advised that further communication received from Enforcement Officer advising that Footpath sign now re-erected and that BT pole would be relocated within 8/10 weeks. They had also advised that they were in discussion with Developer in respect of materials and finish of new access track.

Other Matters:

Code of Conduct – This had been formally adopted at October meeting, but Councillor Cooper had not signed due to absence. She duly signed at meeting. Noted that Councillor Phillips still to sign.

Precept – Clerk advised that despite repeated attempts to get clarification from both Balfour Beatty and Hfds. Council re Enhanced Lengthsman Scheme, she had had to submit application for Precept including extra £1,000 before deadline of 31st December, 2014. The Precept requested of £6,500 had been acknowledged and accepted and it had since been noted that Enhanced Scheme was proceeding and hopefully the £1,000 extra would be match funded.

Highways Old Matters

Up Dates – Drain adjacent to Little Bernithan Farm – awaiting visit of large drain clearing machine from Balfour Beatty. Drainage in Llangarron at Bridge – awaiting replacement of existing gully pots with much higher capacity ones. Hedge at Ridgeway Crescent – David Atkinson confirmed notices served on Hfds. Housing. Pot Holes – Considerable repairs carried out and noted that David Atkinson had advised that Whitchurch pitch adjacent to Hill Top Farm and area adjacent to Treduccan Farm would receive longer lasting repairs when weather improved in order to rectify problems long term. Salt Bins – Balfour Beatty agree that bins can be relocated by Parish Council. Lay By at A466, Llancloudy – David Atkinson had replied further and suggested as the area in question was part of highway, it could not be closed off. Mrs. Hayward commented that it was not highway, but verge. Clerk to take up further with David Atkinson.

Parish Lengthsman – An Invoice had been received from Mr. T. Griffiths in the sum of £1,650 for works as agreed previously. The Invoice was £200 less than quote as one of the jobs had been less work than envisaged. Chairman advised work carried out to a high standard and it was proposed by Miss Cooper and seconded by Mrs. Hayward that Invoice be paid. Mr. Jones queried why large amounts of soil left on verges following clearing of ditches. The meeting was opened to the public to allow Mr. Griffiths to comment and he advised that where possible the soil with permission of local landowners was moved to gateways, etc. but otherwise soil left in situ as costs of removal would be high. Mr. Jones also queried the fact that there were trees in the River Garron which needed removal – agreed that this was landowner’s responsibility. Mr. Griffiths had raised some other defects within his report and it was agreed that Chairman and Clerk would meet with Mr. Griffiths and work through report, obtain quotes and prioritise work which could be afforded. Clerk given permission to apply for final quarter of Grant to cover costs of works. With regard to drainage problem at Tre Essey and complaint received from Mr. B. Powell, David Atkinson had confirmed that he had met with Mr. Griffiths on site and agreed that all works carried out were correct. Mr. Griffiths advised that the inspection had taken place following a site visit in Welsh Newton and he had emphasised to David Atkinson that he should liaise with Parish Council. Clerk to request David Atkinson speaks to Mr. Powell to resolve issue. With regards to proposed scheme for next year, which was now finally ratified and form received for applying, it was agreed by all Councillors to apply and noted that possibly £6692-00 would be in the pot for works to be carried out by Lengthsman. This was subject to Annual Plan being agreed with David Atkinson and all works had to be paid for prior to claiming grant. It was confirmed to Mr. Griffiths that subject to agreement being signed, he would be employed to carry out works. Meeting closed to public.

Winter Self Help – Nothing to report.

Highways New Matters

Pot Holes – Mr. Jones felt that some repairs not being done well and therefore not lasting. Clerk commented that with new Enhanced Parish Lengthsman Scheme, it will be possible for Mr. Griffiths to fill some pot holes.

Reporting Defects – A letter had been received from Balfour Beatty advising that the best way for defects to be reported was to Herefordshire Council Web Site (www.herefordshire.gov.uk/report-it)
Complaints would be acknowledged and forwarded to Balfour Beatty and progress reports given.

Ditches and Drains at Tregwyn, Tre Essey Cross – a letter had been received from Mr. A. Isaac who had for many years tried to keep ditches/drains open in that area. He was finding it increasingly difficult to do and also reported that the continual hanging of water in the area was making his property damp. Agreed that when Chairman and Mr. Griffiths met, they would discuss this also.

Drains on A466 – Mrs. Hayward queried if Parish Lengthsman could look at these, but it was noted that he was not allowed to work on A roads.

Footpaths

EnviroAbility – At the proposal of Miss Cooper and seconded by Mr. Morehead agreed to pay invoice for £98.
LG12 – Noted that Footpath sign and kissing gate in need of attention – Mrs. Fisher to be notified.
Parish Paths Scheme – noted that request received to apply for this scheme for 2015/16 with a Grant of £1240 being available, subject to Footpath Officer in place. Agreed to apply following confirmation from Mrs. Fisher that she was prepared to carry on.

 

Planning Applications

P/143836/F – Proposed reinstatement of drive at Thatch Close, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. E. Drzymalski. The Parish Council does not support this Planning Application because it has concerns over increased traffic on a narrow lane which will exit at The Elms crossroads U71225/U71226, which has already been deemed dangerous. We would refer you to Planning Applications 100075 (Conversion of 3 barns into dwellings at Grove Farm) and 110593 (New Access to serve aforesaid application).

Neighbourhood Plan

The Clerk reported that she had been unable to attend last Steering Group Meeting, but Mrs. Fisher had done Minutes which had been circulated. Mr. Jones reported that Julie Joseph had finished the draft Neighbourhood Plan and the Group were now working their way through making amendments where necessary. Further meetings would be held to complete project prior to bringing back to Parish Council.
Clerk reported on letter received from Hfds. Council in respect of ‘purdah’ period and it was noted that no public consultation would be allowed between 2nd April and 7th May, 2015.
The Clerk advised that Mrs. Joseph had been paid and the grant remaining as at 31st December, 2014 was £564.20. She had completed on line return and was awaiting confirmation as to where grant had to be returned to. At the proposal of Mr. Jones and seconded by Mrs. Hayward it was agreed to return the £564.20.

Annual Parish Meeting

This was scheduled for 19th March, 2015 at Llangarron Village Hall commencing at 7.30 pm. Mr. David Atkinson, Locality Steward for Balfour Beatty had agreed to attend. Clerk to publicise in Border News, Notice Boards and Village Newsletters.

Any Other Business

Fastershire Broadband – Miss Cooper advised that she had attended the meeting at Garron Centre which had been attended by Fastershire, Jesse Norman, MP and members of Hfds. Council. The Clerk advised that Fastershire were holding a launch day on 24th March, 2015 starting in the School and then to Llangrove Village Hall to invite local residents to keep them informed. They had approached Clerk with regard to competition they would be running at School and queried whether Parish Council would object to winning entry in competition being made into Poster to be displayed on BT Boxes around Village. The Councillors were all in favour.

There being no further business, the Meeting was closed by the Chairman at 9.30 p.m.
