Minutes 28th July 2015

A Meeting of Llangarron Parish Council was held on Tuesday, 28th July, 2015 at Llangrove Village Hall at 8.00 p.m. with Mr. P.J. Bailey in the Chair.

Present at the Meeting were Councillors Bailey, Bainbridge, Fisher, Hitchen, Jones, and Rosser. Also present were Herefordshire Ward Councillor for Llangarron, Ms. E. Swinglehurst. There were 3 members of the public present.

Apologies of absence were received from Councillors Cooper, Hayward, Joseph and Morehead.

Co Option of Councillors
There were no nominations put forward so there remains one vacancy to be filled. All Councillors requested to encourage residents to consider putting their name forward.

PUBLIC PARTICIPATION
Mrs. S. Bryan – Thanked Councillors for the gifts she received on her retirement as Parish Footpath Officer.
Mr. T. Griffiths – Broken finger post at Old Pound, Llangarron. Mrs. Fisher would add to list of repairs.

Minutes of the last Meeting
The Minutes of the Meeting held on 30th June, 2015 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising
Planning Decisions:
P151219 – Proposed demolition of existing porch and erection of new single storey side extension at The Homestead, Three Ashes, Ross on Wye, Hfds. for Mr. and Mrs. Phillips. Planning Permission Granted.
P151462 – Shelter for tending livestock and as a store (retrospective) at The Butts (smallholding), Llangarron, Ross on Wye, Hfds. for Mr. G. E. Lane. Planning Permission Granted.
The Mount, Llangrove – the matter of the dilapidated Mobile Home still on site following building works had been reported to Enforcement Officer. Response received that Officer would investigate and report findings in due course.

Other Matters:
Code of Conduct – Pending co-option of one more Councillor, the code of conduct would need to be signed by that Councillor.

Highways  Old Matters: Up Dates – Drainage in Llangarron at Bridge – still awaiting works on this site, Lay By at A466, Llancloudy – Clerk reported that she had now made contact with Mr. Edward Tonks of Balfour Beatty and a report should be available at next meeting, Verge Damage at Llancloudy – Nothing to report, Speed Gun in Llancloudy – on waiting list and to be placed on next agenda, Speed Reduction in Llangrove – It was reported that the yellow lines outside Llangrove School should be completed in near future. With regard to SID system agreed to leave this in abeyance to await outcome of Hazelnut Cottage application. Noted that Ward Councillor, E. Swinglehurst, had raised the matter of Speed Limits through the Village with Mr. P. Rone, Cabinet Member for Highways at Hfds. Council and she now felt that possibly a petition from the Village asking for the speed reduction would add weight. Clerk to liaise with Mr. and Mrs. Taylor who had previously made complaints to Parish Council to see if they would be prepared to undertake task. Verge Cutting – Now completed.
Parish Lengthsman – The Clerk reported that in view of the good weather conditions she had liaised with Mr. Griffiths and it had been agreed to miss monthly visits in July and August as opposed to previously agreed July and September. Therefore monthly visits would resume in September. Mr. Griffiths reported that he had started work on the ditch clearance at Tre Essey and had completed the one road. He was in discussion with Balfour Beatty over the other road as he may need to gain permission to close road and divert traffic in order to complete. He raised concern over some of the pipework which connected to the drains being inadequate. It was agreed Chairman and Mr. Jones would carry out inspection prior to payment as this was a large sum of money involved and the Parish Council needed to be assured money spent was good value. At the proposal of Mr. Hitchen and seconded by Mr. Jones it was agreed that following inspection and approval that the Invoice for this work be paid and reported at next meeting. Broken Drain adjacent to Pipers Gate – Clerk had now received monies required to fix repairs from the local residents and instructions were given to Mr. Griffiths to proceed. Finance – The Clerk advised that following completion of monthly circuits and large invoice for Tre Essey works there would remain left over approximately £1,646.30 to be spent prior to 31st March, 2015 a portion of this to be reserved for gritting should inclement weather prevail. Future works – Mr. Griffiths made suggestion that Rudds lane could receive attention and suggested that the affected landowners Mr. Bainbridge and Mr. Joseph look at this with a thought to rectifying in the spring. The problem being in this area that water poured into lane and out onto road and in turn down into village whereas appropriate drainage would divert water away. Agreed to consider in spring.

Highways New Matters
Hedges adjacent to Little Trewen Farm – it was noted that hedges on Little Trewen lane very badly overgrown and making it difficult for vehicles to pass. Agreed Clerk to write gentle letter of reminder to owner, Mrs. E. Wright.
Flooding on Llangrove Road at Trewarne Junction – it was noted that Mr. Griffiths had several times tried to sort this problem but the main problem was lack of drainage and the road being lower than adjacent fields. Agreed that Mr. Griffiths would get David Atkinson to inspect and see whether this could be resolved long term as it was a serious issue following rain storms and when water was held for long periods it was detrimental to road surface.

Footpaths
Report from Footpath Officer – Mrs. Fisher reported on recent changes at EnviroAbility and also that they were visiting on 6th August to carry out more works.
Designated e mail – Clerk advised that this was now set up as: footpathofficer@llangarronpc.co.uk
Finance – There remained £2,145.75 to be spent on Footpaths prior to 31st March, 2015.

Planning Applications
151649 – Entrance Gate (retrospective) at 7 Herberts Hill, Llangarron, Ross on Wye, Hfds, for Mr. I. Hall. The Parish Council have no objections to this Planning application.
The Councillors expressed concern as to why this proposed gate required Planning Permission and agreed Clerk to raise this with Planning Department for clarification.

Neighbourhood Plan
The Clerk advised that £4,630 grant now received and next Neighbourhood Group meeting scheduled for 19th August, 2015. In order to progress matters quicker, the Clerk would request Julie Joseph to push forward and prepare as much data as possible which could be circulated prior to meeting and then debated at meeting.

Finance

Bus Shelter
Clerk now had details of paint and as soon as birds vacated nests, she would endeavour to get this work done.

West Mids. Police
A letter had been received from Warwickshire and West Midlands Police Force giving details of Watch Scheme. Clerk to publicise on notice boards.

Prayers at Parish Council
Clerk reported that as of May 2015 a Parish Council had the option to start a meeting with a prayer. Following discussion it was agreed that this policy would not be adopted.

Hfds. Council Core Strategy
Councillors had perused the recent modifications and it was agreed no further comments to be raised.

Report from Elisa Swinglehurst
A further report had been received and circulated. This was discussed with Elissa at the meeting and she strongly urged Councillors to encourage residents to attend budget Consultation she was holding at Garron Centre on 6th September, 2015 and also Budget Meetings being held locally by Herefordshire Council in Ross on Wye
