Minutes 28th June 2016

A Meeting of Llangarron Parish Council was held on Tuesday, 28th June, 2016 at Llancloudy Chapel at 8.00 p.m. with Mr. J. Joseph, Vice Chairman, in the Chair.

Present at the Meeting were Councillors Bailey, Bainbridge, Fisher, Hayward, Hitchen, Jones, Joseph, Morehead and Wright together with Herefordshire Ward Councillor for Llangarron, Miss Elissa Swinglehurst.   There were 2 members of the public present.

Apologies of absence were received from Councillors Cooper and Turner.

PUBLIC PARTICIPATION

Mr. T. Pridgeon and Mr. J. Travis – re Freeman Homes development in Llangrove.

The Minutes of the Meeting held on 31st May, 2016 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chair.

Matters Arising

Planning Decisions:

161104 – Proposed variation of condition 2 of planning permission 152539/F (Proposed new dwelling) – Amendments to the external materials and windows at land adj. To 1 Prospect Lane, Llangrove, Ross on Wye, Hfds. for Mr. C. Taylor.  Planning Permission Granted.

161089 – Replacement front porch. Extension to and recladding of existing garage at Kentrev, Llangrove, Ross on Wye, Hfds. for Mr. S. Alexander.  Planning Permission Granted.

161306 – Proposed regularisation of use of ancillary building in conjunction with lawful use of Trefree as a single dwelling house and single planning unit (part retrospective) at Trefree, Llangarron, Ross on Wye, Hfds. for Mr. R. Beechey.  Planning Permission Granted.

161195 – Amendment to plot 6 of internal layout and removal of garage door (previously approved scheme 150911) and to extend timber cladding to first floor.  New detached garage with hard standing for transformer in garden to the north.  Extension to approved garden area at land adj. To Hazelnut Cottage, Llangrove, Ross on Wye, Hfds. for Messrs. Freemans.  Planning Permission Granted.

161187 – Application for variation of condition 2 of planning application 150911 at land adj. To Hazelnut Cottage, Llangrove, Ross on Wye, Hfds. for Messrs. Freemans.  Planning Permission Refused.

161215 – Proposed new extension at 2 Trecilla Cottages, Llangarron, Ross on Wye, Hfds. for Mr. M. King.  Planning Permission Granted.

Other Matters:

Donations to Churchyards – Clerk reported that letters of thanks had been received from Llangarron Church and Llancloudy Chapel and a telephone call conveying thanks from Llangrove Church.

Highways ‑ Old Matters:

Up Dates –  Trewen Floods – Leave in abeyance.  Flood issues at Tre Essey Farm – Leave in abeyance.

Parish Lengthsman –   Mr. Griffiths not in attendance to give report.  Clerk reported that the return of Contract and proof of insurance from Mr. Griffiths was still awaited. Agreed no payment to be made to Mr. Griffiths until documents received.  Two invoices received for May and June inspections totalling £660.00.  At proposal of Mrs. Fisher and seconded by Mrs. Hayward agreed to pay same once documentation in hand.

Highways New Matters

Grass Verge Cutting – the Clerk advised she had received complaints re junction at A466/U71217 Llancloudy and also Treribble road which required grass cutting.  She had liaised with Locality Steward and both sites had been attended to.  Mrs. Hayward also mentioned that some of the signage in Llancloudy had not been cut around.  Clerk to refer to Highways.

Trereece road – A letter of complaint had been received re grass growing in the middle of the road at Trereece.  Agreed to ask Terry Griffiths to submit quote for clearing and spray treatment.

Drainage adj. To Trecilla Farm – A complaint had been raised re this drain which the complainant felt was eroding the road and could cause subsidence.  Clerk to refer to Locality Steward.

Footpaths

Report from B. Fisher – order had gone in for timber and she hoped to get work started shortly.  Overgrown vegetation would also be dealt with.

Footpath problems at Pike Field to Park Farm – Mrs. Hayward requested update.  Mrs. Fisher had not had time to investigate.

LG 46 and LG47 – Clerk confirmed Open Meeting arranged for Wednesday 20th July, 2016 at Llangrove Village Hall at 8.15 p.m.  She would advertise.  Also agreed as suggested by a local resident, that the Parish Council would approach Messrs. Freeman to see if they would contribute to repairing LG47 as a way of compensating the residents at the back of the new housing development they were building for the disruption caused.  Mr. Joseph to approach Messrs, Freeman.

Update on additions to the definitive map – Clerk reported reply received from Jackie Lewis, PROW at Balfour Beatty who confirmed that the four additions requested were moving up the list.  The Clerk had also queried with her clarification re continued access to property off unadopted lanes around Llangrove.  She confirmed private access was protected, but if the lanes were for public access then they would not be protected.

Footpath Walk – the idea of a footpath walk by Councillors was raised – agreed Mrs. Fisher to arrange.

 

Planning Applications                     

143636  – Reinstatement of drive at Thatch Close, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. E. Dryzmalski.  It was noted that this application had been submitted to Secretary of State for appeal against decision made by Hfds. Council.  The Clerk was requested to reiterate the previous comments made on application.

Neighbourhood Plan                       

Unfortunately due to prior commitments Julie Joseph could not attend.  She would be attending July meeting.  It was hoped to move project forward as applicants submitting sites were requesting updates.

Community Infrastructure Levy       

This item had been put on agenda as it had been raised at last meeting under Any Other Business.  Agreed Clerk to liaise with HALC to seek their advice as to whether Parish Council should be formulating a Policy ready for action.

Finance

Payments – At proposal of Mr. Hitchen and seconded by Mr. Bainbridge agreed to pay Clerk Salary in the sum of £500 less £100 PAYE, giving net figure of £400 for the period 1st April, 2016 to 30th June, 2016.

At proposal of Mr. Bailey and seconded by Mr. Hitchen agreed to pay Llancloudy Chapel the sum of £15 for Hire of chapel.

Correspondence Received

Nothing to report as all circulated to Councillors.

Any Other Business

Resignation of Mrs. L. Hayward – Due to relocation it was with sadness that Mrs. Hayward tendered her resignation.  The Chairman read her letter to the meeting.  The Councillors were sorry to hear of her resignation but accepted her reasons and thanked her for her tremendous efforts over the last five years.  The Clerk would notify Hfds. Council to start process of advertising the vacancy.

There being no further business, the Meeting was closed by the Chair at 8.45 p.m.
