A Meeting of Llangarron Parish Council was held on Tuesday, 29th July, 2014 at Llangarron Village Hall at 8.30 p.m. with Mr. P.J. Bailey in the Chair.
(The Meeting had a delayed start time to allow Councillors to attend Crime Prevention Evening at Whitchurch)
Present at the Meeting were Councillors Bailey, Brewer, Fisher, Hayward, Jones, F.J. Lane, G.E. Lane and Morehead. There were 2 members of the public present.
Apologies of absence were received from Hfds. Ward Councillor for Llangarron Mrs. J. Hyde and Councillors Chamberlain, Cooper and Phillips.

Minutes of the last Meeting
The Minutes of the Meeting held on Tuesday, 24th June, 2014 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.
P140207/F – Change of Use of the annexe (known as The Mews) and the adjacent single unit for holiday let accommodation at Outbuildings at The Mews, Little Trewen Farm, Whitchurch, Ross on Wye, Hfds. for Prof. E. Wright. Planning Permission Granted.
P140855/F (Amended Plans) – Demolition of existing building and construction of two semi-detached houses at Yew Tree House, Llangrove, Ross on Wye, Hfds. for Mr. J. Bothamley. Planning Permission Refused.
Tre Evan House, Llangarron – Confirmation had been received from Planning Enforcement that owner’s now submitting application to amend/remove condition of the original Planning Application.
Lower Woodfields, Llangarrron – Following report of breach of planning decision Clerk had forwarded to Planning Enforcement who had responded that an investigation would take place.
Trewitta, Llangarron – The Clerk had investigated Planning Decision S/120279/FH in respect of this property and reported that “property shall not be occupied at any time other than for purposes ancillary to the residential use of dwelling known as Trewitta”. Agreed no proof of letting taking place, but situation would be monitored.
Core Strategy – The response had been submitted and reply received that comments would be passed to Planning Inspectorate.
Highways Old Matters:
Up Dates – Locality Steward – The Clerk had chased up Balfour Beatty as instructed at last meeting and response received that Ross on Wye area Locality Steward was Mr. D. Atkinson who was on Training Course at present, but would contact Parish Council in due course. Noted that in e mail received from Hfds. Ward Councillor Mrs. Hyde, a meeting was taking place following day between Mrs. Hyde and Mr. Atkinson to discuss Llangarron drainage. Hedgerow at Llancloudy – Clerk had written to Mr. B. Watkins at Brooklands, but no reply received and no action taken – agreed to report to Balfour Beatty with copy to Mr. Watkins, asking them for their advice and clarification of matter. Grass Cutting – Clerk reported that Balfour Beatty had now confirmed that all roadside verges would be trimmed once at the end of July/early August in response to public pressure. Road repairs – Clerk reported on letter of thanks received from Rev. S. Mondon regarding recent road repairs. Councillors were grateful for the letter of appreciation and also felt that the Parish Council should write and thank Balfour Beatty for the works carried out of late which were significant and a much improved service. Drain adjacent to Little Bernithan Farm – the Chairman reported that Mr. R. Whittall had approached him regarding persistent problem at drain in this area. He had himself dug out some of the drain to try and alleviate problem but now considered blockage was under road and therefore required Balfour Beatty to attend. Clerk to report to Balfour Beatty and request their help. The Chairman also advised that Mr. Whittall had indicated that he would be taking steps to alleviate flooding at top of Stoney Bridge lane by putting in bigger pipe to take away water.
Parish Lengthsman – Clerk reported that an invoice had been received in the sum of £944.40 which was for works quoted for and agreed with Mr. Lane, Lengthsman Administrator. At the proposal of Mrs. Fisher and seconded by Mr. F.J. Lane agreed to pay same, following confirmation from Mr. G.E. Lane who would check on works carried out. Mr. Griffiths had also submitted a list of defects which he wished to bring to the attention of the Parish Council – this was handed to Mr. G.E. Lane, Administrator of Parish Lengthsman Scheme and it was agreed they he and Chairman would inspect these when they next carried out road survey following the grass verge cutting. Agreed Clerk to request 1st/2nd instalment of Grant for 2014/15.
Highways New Matters
Broken Rails at Llangrove – Mr. Jones raised issue of broken rail at pathway running alongside The Sycamores – noted that this had been reported, but hoped to take up with Locality Steward in due course.
Footpath Officer Report – Mrs. Fisher reported that Can Do Crew had carried out repairs to Bridge on LG36 at Tower Hill, but a hand rail was required. She was in process of trying to make contact with Balfour Beatty to get materials, but had failed to make contact to date. Clerk advised that new Locality Steward may be able to help. Mrs. Fisher was out and about clearing vegetation on footpaths.
P141720/F – Removal of conditions 4, 9, 10, 11 and variation of condition 15 of Planning Application DCSE2006/0052/F at Tre Essey Barns, Three Ashes, Herefordshire for Mr. G. Williams. The Parish Council have a split decision in that the Councillors were not clear as to why it was necessary to change the Decision Notice on the basis of the information submitted.
P142105/CU – Conversion of barns to two new residential dwellings at Barns at Little Trewen Farm, Whitchurch, Ross on Wye, Hfds. for Mrs. E. Wright. The Parish Council have no objections to the change of use as presented. We would welcome full plans in due course.
P141953/F and P141954/L – Proposed Solar Panel Installation at St. Deinsts Church, Llangarron, Ross on Wye, Hfds. for Mr. S. Bradley. The Parish Council have no objections to this Planning Application.
The Clerk reported that meeting had taken place and Minutes of same had been circulated. The application for further grant in sum of £5140 had been submitted and decision awaited. A further event was being planned for 1st November, 2014 at The Garron Centre when local residents would be able to observe progress and make comment. It was intended to have a Cider Tasting event running alongside to draw residents in, as it was vital that full support was gained to get plan through.
The Clerk reported that prior to September meeting, invoices would be received from Grant Thornton in respect of Audit and Can Do Crew re works carried out and she requested permission to pay same on receipt. At proposal of Mr. Jones and seconded by Mrs. Hayward agreed that Clerk should pay and report back to next meeting.
Standing Orders/Finance Regs.
Clerk indicated that these would be ready for September meeting.
Local Housing Survey
Report had now been received and would be circulated around Councillors.
Crime Prevention Evening
Mrs. Fisher and Mr. Jones had attended and reported that it had been a very informative event but extremely poorly attended. The main focus of the evening had been promoting deterrents that householders could use to ward off would be thieves.

HALC – Newsletter, Police Survey.
Jesse Norman, MP – Cross Border Health.
With regard to Police Survey, Clerk to complete and also individual Councillors to access web site to complete. The letter from Jesse Norman, MP was considered a personal issue and if individuals wanted to write letters of support, they should do so in their own right.
Any Other Business
Mr. F.J. Lane raised the issue of the overgrown hedge at Ridgeway Crescent, Whitchurch which was again causing problems for roadusers. Agreed Clerk to write again to Whitchurch and request that they take action. A copy of the letter sent to Balfour Beatty re Llancloudy Hedge also to be sent to Whitchurch, suggesting that if they did not take action, Llangarron Parish Council would do so.
There being no further business, the Meeting was closed by the Chairman at 9.50 p.m.
