Minutes 29th March 2016

A Meeting of Llangarron Parish  Council was held on Tuesday, 29th March, 2016 at Llangrove Academy at 8.00 p.m. with Mr. P.J. Bailey in the Chair.

Present at the Meeting were Councillors Bailey, Bainbridge, Cooper, Fisher, Joseph, Morehead and Wright. There were 3 members of the public present.

Apologies of absence received from Llangarron Ward Councillor Elissa Swinglehurst and Councillors Hayward, Hitchen, Jones and Turner.

PUBLIC PARTICIPATION

Minutes of the last Meeting

The Minutes of the Meetings held on 23rd February and 22nd March, 2016 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

Matters Arising

Planning Decisions:

152310 – Proposed erection of dwelling to be occupied in association with running of business at land adj. To Pond Workshop, Llangarron, Ross on Wye, Hfds. for Mr. and Mrs. D. Harris. Planning Permission Refused.
153800 – Erection of fence (retrospective) at The Granary, Biddlestone, Llangarron, Ross on Wye, Hfds. for Mrs. Megan Jones. Planning Permission Granted.
160068 – Proposal to remove existing stables and hay store and construct a new stable block for 10 horses with tack room. Change of use of agricultural barn for indoor arena and proposed lean-to for storage. Formation of an outdoor ménage at Merediths Barn, Llancloudy, Hfds. for Mr. C. Whitworth. Planning Permission Granted.
160341 – Proposed replacement dwelling (within existing ground boundaries due to old cottage which was burnt out/down) at Collinsbill Cottage, Llangarron, Ross on Wye, Hfds. for Mr. A. Heal. Planning Permission Refused.
160257 – Amendment to approved scheme P150911/F to raise plot 6 by 200 mm at Hazelnut Cottage, Llangrove, Ross on Wye, Hfds. for The Owner. Planning Permission Refused.

The Mount, Llangrove –update received to confirm the case closed as currently no breach of planning control.

1 Prospect Place, Llangrove – Clerk confirmed she had investigated the new access created and it was noted that this was temporary to allow construction and would be sealed off on completion.

Highways  Old Matters:

Up Dates – C1248 – a letter had been received from Balfour Beatty explaining reasons for non inclusion of C1248 in resurfacing programme and it was noted factors included budget restraints and other roads within Hfds. having a higher priority because of volume and speed of traffic. It was agreed that the Clerk should respond asking how they knew volume/speed of traffic if no speed data had been collected and also that they provided examples of roads which were included. Road Closure (U71224) – this item had been included on agenda following complaints raised at Annual Parish Meeting. It was agreed that the matter had been totally mismanaged, but no merit in pursuing now that the works nearing completion. Trewen Floods – Clerk reported that she had again raised this with David Atkinson at Balfour Beatty who had confirmed that it was a matter of awaiting works by land drainage department. Flood issues at Tre Essey Farm – noted that some action was taking place on this and that the local residents concerned were in discussion with Balfour Beatty. Hilltop, Whitchurch pitch – Clerk had again raised this with Whitchurch Parish Council who responded that they had taken matter up with Balfour Beatty.

Parish Lengthsman – The meeting was opened to allow Mr. Griffiths to take part in the discussion. Mr. Griffiths gave a report on works carried out. He was concerned that Llangarron Bridge was flooding on the Thorne Crossroads side and he would monitor during heavy rainfall. Little Trewen Lane – Welsh Water pipe broken – awaiting repair by WWA. Mr. Griffiths would monitor this lane to ensure water flowing correctly as there were still problems. Stoney Bridge lane problems resolved. Mr. Griffiths had now submitted invoices totalling £900.00 and at the proposal of Mr. Joseph and seconded by Mr. Bainbridge it was agreed to pay invoice. Noted that one invoice had charged for use of jetter which would take Parish Council slightly over budget. With regard to remaining extra job at Upperfields crossroads, Mr. Griffiths given permission to proceed. With regard to forthcoming year, Clerk had submitted forms, but agreed to cancel April routine circuit until definite confirmation received.

Highways New Matters

Pot Holes – noted that there were numerous around the area, but residents should be encouraged to report on line.

Footpaths

Footpath Officer – Mrs. Fisher advised that EnviroAbility had carried out further visit and invoice should be received in due course. Again waiting for materials was causing hold up. It was agreed that she be allowed to purchase materials direct from Walford Timber to get minor repairs carried out.
LG 46 and LG47 – Clerk confirmed that following last meeting she had met on site with Wye Valley with a view to purchasing scaplings to fill holes. They had confirmed total waste of money on majority as they would not hold. The only part considered suitable was the stretch between Chapelfields and Woodbine Cottages. The Clerk had also requested a visit by N.H. Jones of Hereford as recommended by Wye Valley who had inspected site and were in process of submitting quote for some longer lasting repairs. She had also obtained from Balfour Beatty their stance on who was responsible for what repairs on the by ways. The Clerk was also still pursuing the possibility of obtaining free plannings from Balfour Beatty for residents to use as in the past. Agreed to leave in abeyance until all information to hand before deciding how to move forward.

Planning Applications

160722 – Proposed erection of two storey dwelling at Alamaya House, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. McConnell-Lawlor. The Parish Council have no objections to this Planning Application.
160777 – Notification for prior approval for a proposed change of use of an agricultural building to a dwellinghouse (Class C3) and for associated operational development. Creation of a single dwellinghouse at Tump Barn, Three Ashes, St. Weonards, Hfds. for The Owner-Occupier. The Parish Council have no objections to this Planning Application.
160780 – Removal of condition 5 of DCSE2005/3776/F (Conversion of redundant farm buildings to three (later reduced to 2 no.) holiday lets. Improvements to existing access at Tre Essey Farm, Three Ashes, Hereford for Mr. and Mrs. P. Davies. The Parish Council have no objections to this Planning Application.

Neighbourhood Plan

The Clerk reported that the Steering Group would like to present the Neighbourhood Plan and Site Submissions to the Parish Councillors at a closed meeting in order to preserve confidentiality. Agreed to hold meeting on 20th April, 2016 at Llangarron Village Hall. The Clerk also reported on three letters received from John and Julie Joseph, Neil Wheeler and Liz Wright who were either Parish Councillors or members of the Neighbourhood Plan Steering Group, and as such wished to declare their interests, as they had submitted sites for consideration. It was agreed to accept their letters and their submissions as their respective roles should not prevent the submissions. It was noted that unspent grant needed to be returned at end of March. At proposal of Mrs. Fisher and seconded by Miss Cooper agreed to pay Julie Joseph £800 for consultancy fee, Hoople £138.00 for supply of maps and Groundwork UK £3013.52 for return of grant.

Finance

At the proposal of Miss Cooper and seconded by Mrs. Wright agreed to pay Clerks Salary for the period 1st January – 31st March, 2016 in the sum of £500 less £24.60 to PAYE = £475.40.
At the proposal of Mr. Joseph and second by Mr. Bainbridge agreed to pay Hfds. Council £60.75 in respect of May 2015 Election Costs.
At the proposal of Miss Cooper and second by Mr. Morehead agreed to pay Clerk £100 in respect of provision of home office (telephone, broadband, electricity, etc.).
The item of Chairman’s expenses was discussed and the Chairman stated that he did not wish to receive the £100 available, but that he would like it to be added to money to be used for Parish Lengthsman work.

Annual Parish Meeting

Noted meeting had been well attended and very interesting. Mr. Cullen Jones was a very knowledgeable speaker who had provided a balanced brief. Agreed Clerk to write to Elissa Swinglehurst to ascertain what the current stance Hfds. Council were taking on the topic of Fracking.

Community Infrastructure Levy

Noted that a further consultation period taking place on line. Agreed no comment to raise.

Letter from Peterchurch PC

All Councillors had been forwarded a copy of a letter received from Peterchurch PC which was heavily criticising Hfds. Council. Agreed the letter was poorly written and not the way to get issues resolved. The Councillors agreed that no action to be taken.

Q.E. II Litter Clean

Noted this had already gone, but Mrs. Fisher would put up some posters encouraging residents to pick up any litter found.
