LLANGARRON PARISH COUNCIL

Minutes of an Extra Ordinary Meeting of the Parish Council held on
Tuesday 21st August 2018 at 7.00 pm in Llangrove Academy

Present
Stewart Morehead (Chairman), Paul Bailey, Elizabeth Dingsdale, Barbara Fisher, Adrian Hitchen, Paul Lodge, Andrew McRobb, Judy Turner, Elizabeth Wright.

In attendance: Lynda Wilcox – HALC Admin Cover, Ward Councillor Elissa Swinglehurst & 18 local residents.

1. Apologies for absence were received from Terry Thomas.
1.1 Councillor Julie Scotfield was not present.

2. Declarations of interest & written requests for dispensation

2.1 Paul Bailey declared a Non DPI (Disclosable Pecuniary Interest) in items 5.1, 5.2, 5.4 & 5.5.
2.2 Liz Wright declared a Non DPI in item 5.2.
Both councillors signed the declarations book.

3. Open Discussion

3.1 Local residents raised strong concerns about planning application 182775 – land to the North of the Royal Arms, Llangrove, particularly in relation to the retention of the hedge in front of the pub. The landlord of the pub was concerned about the economic viability of the pub if the hedgerow were to be removed because it would change the feel of the outside area from rural to urban and be detrimental to business. Concern was also raised about drainage matters.

4. Finance

4.1 To consider proposed footpaths works and annual contract.

5. Planning: Members commented on the following applications for determination by Herefordshire Council:

5.1 182699 – Land at Brooklands, Llancloudy, Herefordshire, HR2 8QW. Proposed new house and bungalow.
It was RESOLVED to object to the application due to its layout and density which was not in keeping with the surrounding area. Furthermore, the new house would directly overlook the existing property, causing a loss of privacy as well as an adverse effect on their right to light.

5.2 182869 – Symonds Trewen Farm, Whitchurch, Ross-on-Wye, Herefordshire HR9 6ES. Notification for prior approval for a proposed change of use of five agricultural buildings to form 5 dwellings (Class 3) and for associated works.
It was RESOLVED to comment that the concept of using existing buildings was supported but the drive required broadening for additional visibility on the corner and increased car parking for visitors should be provided within the site so as to avoid road safety issues of roadside parking.

5.3 182685 – Holly Cottage, Llangrove, Ross-On-Wye, Herefordshire HR9 6ET. Proposed replacement porch.
It was RESOLVED to support the application.

5.4 182608 – Trecorras Cottage, Rock Point Lane, Llangarron, Ross-On-Wye, Herefordshire HR9 6PG. Extension to existing dwelling.
It was RESOLVED to support the application.

5.5  182775 – Land to the North of the Royal Arms, Llangrove, Herefordshire. Proposed erection of five residential dwellings (C3) along with associated parking, roads, new highway access and associated infrastructure.
It was RESOLVED that there was no objection to the application and the reduction of houses from 10 to 5 was supported. However, it was strongly suggested that the hedge be kept to retain the rural character of the area as well as the public house. A country feel was vitally important for the economic viability of the public house which feared for its future if it’s outside area was to face an urban view of buildings and tarmac rather than a countryside hedgerow. Furthermore, on the grounds of road safety it is that suggested that the proposed access should be moved to a more suitable area.

A resolution was passed to exclude the public for the following confidential items.

6. Employment Matters:

6.1 Members received a verbal report from members of the interview panel who were unanimous in their recommendation.
6.2 It was therefore RESOLVED to appoint Christian Horton as the new Parish Clerk/Responsible Financial Officer for 7 hours per week from 1st September at Scale Point 20, subject to references and a three month plus six month review.
6.3 Members received an update on issues relating to the outgoing clerk and RESOLVED to conclude the matter in accordance with advice.
